I'm not sure who you may have heard that from, so you may want to check with the local or State police department for the exact wording or meaning of that law. I know since 9/11 rules and regulations for hauling HazMat have changed dramatically. But, if you're rig comes with the propane tanks mounted permanently, I'm not sure that that would be a problem.

The problem may stem for the simple reason that no one in the borough of NYC may have the proper rigging or licensing for filling permanent mounted tanks. Most places like you to bring in the bottle and exchange it out for a new one.

Also, you don't say how old your van rig is, but in 1998 they changed the fittings on propane tanks. The law now states that you have to have an OPD (Over filling Protection Device)valve. You can't get the old style fittings on propane bottles any more. They should all be fading away due to attrition anyway. However if your rig has the horizontal model of propane tank, there is an exemption to the law for those pre-1998 tanks. Just make sure your bottle has an exemption plate stating that it is prior to 10/1/1998 and let the filler know that it does not have an OPD valve.

I'm sure that there is a RV dealer somewhere in your area. Take your rig into them and they should be able to fill your tank. They should have the knowledge and safety training to fill tanks with and without the OPD

Hope this helps.

Sorry, I forgot to preview, before posting... anyway, that exemption does not pertain to vertically installed bottles. But, check with the RV place, they should have the expertise to install an OPD valve on your rig, if indeed it is a vertical install. If nothing else, they should be able to tell you where you can go.

I did a google search or RV dealers in New York City, this is what it gave me:

http://www.rvresources.com/rvdealers/new-york-rv-dealer.php

When you go to that link, I don't know if any of those places may be near to you or not.
